Custody Visiting Scheme
The Police Authority is seeking applications from the general public
for the volunteer role of Independent Custody Visitors for a
three-year period commencing on 1st January 2008. The role requires
pairs of visitors to make unannounced visits to police stations to
check on the treatment of
persons being held in the cells. We area seeking to appoint people
who care about the treatment of others and who live or work in West
Yorkshire and are aged over 18 years.
OBJECTIVES
Independent Custody Visitors (ICV’s) perform an important role,
providing an independent check that people held in police custody
(not yet convicted of any offence) are being properly treated and
their needs are being met.
THE SCHEME
· The Scheme is operated by West Yorkshire Police Authority, a
body independent of West Yorkshire Police.
· ICVs are volunteers who visit any of the 13 principal custody
suites within West Yorkshire.
· All custody visits are undertaken by pairs of ICVs.
· ICVs are expected to make a minimum of 24 visits per year (as
far as possible spread evenly throughout the year).
· ICVs are encouraged to make visits anytime during the day or
night.
· All custody visits are made without prior notice to the
custody suites.
· The Scheme is monitored by the Police Authority’s Independent
Custody Visiting Steering Group.
VISITING ARRANGEMENTS
Although ICVs may be directed to visit specified Police Stations on
rostered visits, in the majority of cases ICVs can choose when and
where to visit.
On arrival in the custody suite, ICVs speak to the custody staff
about the people being detained. ICVs can only speak to detainees
who agree to speak to them. The discussions with the detainees
focus upon their Welfare and rights and entitlements during their
detention and the ICVs can
take up issues on the detainees’ behalf.
ICV’s also inspect and report on the conditions of cells, detention
rooms, medical rooms, washing and kitchen areas, exercise yards and
the operation of CCTV systems.
APPOINTMENT OF CUSTODY VISITORS
Applicants are appointed for a 3-year period and must:-
· Reside or work in the county of West Yorkshire.
· Be over 18 years of age (at the time of appointment)
People who are currently working in the criminal justice system are
not eligible to apply.
TRAINING
All newly appointed ICVs are required to undertake the following
training prior to taking up their custody visiting duties.
· A one day training course (Saturday- Wakefield).
· Session on the administrative arrangements of the scheme
(mid-week evening – Wakefield)
· Visit to a custody suite (Mid week evening).
· Completion of two custody visits in the company of experienced
ICVs.
This training equips the ICVs with the knowledge and skills to be
effective in carrying out their role. In addition to the initial
training, ICVs are required to attend training Seminars and meetings
held during their period appointment.
ADDITIONAL INFORMATION
ICVs may claim travelling expenses for car, bus or train journeys in
connection with their visits.
A flat rate payment is paid to each ICV in recognition of telephone
expenses incurred whilst making arrangements with colleagues..

Recent Incidents
Dear Co-ordinator
You will no doubt be aware of the recent incidents in London and
Scotland, a major counter-terrorism investigation is underway
following both attacks. Both devices had the potential to cause mass
damage to property but also significant fatalities. Given the
county's recent experiences of
counter-terrorism operations we understand these events, though
outside West Yorkshire, may have a particular resonance in our
communities.
In our continuing engagement with the diverse and vibrant
communities of
West Yorkshire I want to set out some specific key messages for the
county.
It is re-iterated that at this stage the incidents have not been
linked
to any particular community group.
West Yorkshire Police will increase our patrols around key buildings
and places of public resort. This will be mirrored across the whole
of the UK by every Police Force. Wherever possible this will see local
officers in and around premises which may be vulnerable. There is NO
information that suggests that any part of the UK is a specific target, but another
attack is believed to be imminent. The policing activity is being
undertaken to ensure that the public at large are kept safe. THIS IS OUR UTMOST PRIORITY.
We understand that such incidents generate a media interest that
at times can cause anxiety in communities. We will continue to work
with you and our partners and communities at local, regional, county and
national level to provide reassurance and protection.
West Yorkshire Police will continue to robustly investigate hate
crime and act swiftly to reassure communities via a visible and local
policing service.
Communities working together defeats terrorism, we will play
our full part in that aim and seek your continued support. We need
all our communities to be vigilant and to report any suspicious behaviour to the
ANTI-TERRORIST HOTLINE ON 0800789321.

NATIONAL DRUGS DAY
May 23rd has been designated by the Home Office as National Drugs
Day.
West Yorkshire Police are committed every day of the year to tackle
the
issues surrounding drugs, but May 23rd gives an opportunity to bring
to
everyone’s attention the problems to both individuals and
communities that
drug taking and drug dealing brings.
West Yorkshire Police are particularly interested in:
· People who are dealing drugs – those people who either pull up
in a
vehicle in your street/area and immediately attract other people to
it for
short periods of time – passing items to and from / through vehicle
windows.
· People who similarly arrive on foot and attract lots of people
literally swarming around them like bees round a ‘ honey pot ‘
· Houses in your street/area which attract lots of people at the
same
time, or a steady stream of people visiting for very short periods
of time.
Could these people be dealing in or purchasing drugs, if so police
would
like to hear from you – basic things like a car number, descriptions
of
persons& vehicles, any names and times when these activities happen.
The Police yardstick is that drug dealers ought to be in prison and
drug
users need to be in treatment – but we need to know about dealers &
users
in order to take appropriate action against them.
Your local Neighbourhood Policing Team is interested to know where
the
local drug users are using their drugs – this may be indicated by
used

drug drivers pose just as much a threat as those who drink and
drive.
Although the 23rd May is a designated day to highlight drugs – West
Yorkshire Police are tirelessly working throughout the year with
other
agencies to improve the quality of life for people who live in
areas like
yours and we’re having quite a bit of success. This year West
Yorkshire
Police:
· Have arrested over a 1000 people for drug dealing offences
· Have taken around £4,000,000 from people involved in drug
dealing
Is there someone in your street/area who is living beyond their
means and
doesn’t appear to have a legitimate income, but still drives around
in a ‘flash car ‘. Police have the lawful means to confiscate vehicles
which are
owned by drug dealers and ‘ bring them back down to earth ‘ by
taking their
ill gotten wealth away from them – but we need to know their names
and a
few basic details to start investigating these drug dealing
criminals.
Drug dealers are often more fearful of loosing their wealth and
their
symbols of wealth than going to prison.
West Yorkshire Police are in a strong position to recover assets
from drug
dealers - money, cars, and houses – but often need your help to
initially
identify them.

Neighbourhood Policing has now been in existence for just over two
years.
Some of the stated aims are to deliver a tailored service to each
individual neighbourhood. By making contact with key individuals and
seeking feed back from local meetings, we aim to address the issues
that
matter most to you. Neighbourhood Policing teams will have Police
Officers
and Police Community Support Officers dedicated to working in your
area.
Hopefully you already know who these officers are and how to contact
them.
Her Majesty's Inspectorate are independent from the Police Service and
their role is to evaluate different aspects of Police service
delivery.
Starting in mid April there will be a series of telephone surveys by a
research company acting on behalf of Her majesty's Inspectorate.
People are
selected at random. Should you or somebody you know be contacted, do

alarmed! Please cooperate and give them your honest opinions. They may
ask

The meeting is for the residents of the Wakefield (west) area, to meet
with
members of the Wakefield Neighbourhood Policing Team (NPT), to learn
about
proposals for Policing the area and for you to express your concerns
and
fears about local crime and anti-social behaviour.

whole of
the Wakefield District have been invited to Ossett Town Hall as on
this
occasion there will be 2 guest speakers. The speakers are two local
Magistrates who will be giving a short power point presentation
followed
by a question and answer session. This could be the only time the
magistrates will be available to give this presentation. This will be
a
good opportunity for members of the public to ask questions and
develop an
understanding of the roles and responsibilities of a Magistrate. * * *

Ossett Police Station between 12pm and 2pm on any Friday afternoon and
